CVUSD vs. LVUSD vs. OPUSD: Conejo Valley School Districts Compared

Three school systems serve the Conejo Valley, and all three outperform most of California. The catch: you don’t choose your district on an application — you choose it with the address you buy.

Here’s the good news: there is no wrong answer. The boundaries, though, don’t follow city names, ZIP codes, or common sense. This page gives you the honest differences, then the boundary traps to avoid.

The Fine Print

The boundary traps (read before you write an offer)

Trap one: Westlake Village is in two districts. The LA–Ventura county line splits the community — the incorporated City of Westlake Village is LVUSD (Agoura High), while Westlake Village addresses on the Ventura side are CVUSD (Westlake High). Same street names, same ZIP codes, different districts. Full guide to that boundary here.

Trap two: school names don’t match city names. Westlake High is in Thousand Oaks. Kids in the City of Westlake Village attend Agoura High. Many Thousand Oaks addresses (Lang Ranch, North Ranch area) feed Westlake High rather than Thousand Oaks High.

Trap three: ZIP codes prove nothing. 91361 and 91362 both cross the county line. The only reliable answers come from the districts’ own address locators — or from asking someone who checks parcels for a living.

Honest differences beyond the rankings

Scale. CVUSD’s size buys breadth: more campuses, more specialized programs, more athletic and arts options, and choice between three comprehensive high schools. LVUSD trades a little breadth for consistency across a smaller footprint. OPUSD trades almost all breadth for intimacy — one high school where the counselors genuinely know every student.

Flexibility. CVUSD runs an annual school-choice window for transfers within the district when campuses have space. OPUSD historically accepts inter-district transfers as space allows, which is how many families test-drive Oak Park before buying there. LVUSD permits intra-district transfers case by case. None of this is guaranteed year to year — buy for the school you want, and treat transfers as a bonus.

Price premium. All three districts carry one, but it concentrates differently: OPUSD’s premium applies to every address in Oak Park; LVUSD’s shows up strongest in Agoura Hills family neighborhoods; CVUSD’s clusters around the Westlake High and Lang Ranch Elementary boundaries. When two similar homes sit a boundary apart, the district line is often the difference in the comps.

Which district fits which family?

Choosing between excellent options comes down to texture. If you want maximum program choice and three high schools’ worth of options — or you’re targeting Westlake High specifically — CVUSD communities (Thousand Oaks, Newbury Park, Ventura-side Westlake Village) give you the widest net. If you want the LA-side location with the shortest Westside commute and nationally ranked high schools, LVUSD means Agoura Hills or the City of Westlake Village. If your entire relocation is organized around schools and you want the small-district experience, Oak Park is the purpose-built answer — just expect thin inventory and plan your timing around it.
